UPDATE: There was just a Windows update for the TouchPad which RESET this Registry value for "0" back to "1", but when I changed it again to "0", it now WORKS PERFECTLY, with NO DELAY on the features ! For example, "Momentum" works immediately now as soon as I'm on the desktop !

I reported the startup slowdown to Microsoft and they took the complaint but also said slowdowns with Windows 10 are a known issue and they're working on it.

Windows 10 startup is SLOWER than Windows 8.1 overall, even with an SSD, so that may be part of the delay. The only quirk that is consistent, is that the features like "Momentum" and Two Finger Scrolling don't kick in for another 11 seconds after I'm already on the desktop, but they kick in automatically, so this is definitely the fix.

It is holding on mine, still have to test on another computer. Now go back to the Synaptics control panel, set everything how you like, and reboot.
